How D-TRO Powers Free Parking Discovery

When a usable D-TRO record indicates a kerbside parking place without a charge or time restriction, FreePark.ing may classify it as "always free". Limited-waiting records may be shown as "conditionally free". These are planning classifications based on published source data, not a substitute for checking the TRO, signs and any temporary restrictions at the location.
